Tissue paper will burn and can pose a real fire danger. Wadding is treated with a fire retardant and will not support a flame. by Stephen I 4/23/2012 STAFF ANSWER: Good question but the answer is no. When you launch a rocket, the engines ejection charge emits burning particles that form a hot gas to push out the parachute or streamer. The recovery wadding is a material that has been treated with a special chemical that protects the parachute or streamer from burning. Do not make the mistake of assuming the recovery wadding is just tissue paper. The paper put in must be fire retardant, otherwise the rocket's ejection charge will melt the parachute.
